The World Health Organization has established that good health, enabling a life of dignity, is a fundamental right of all humanity. Health equity ensures that every individual has an equal opportunity to realize their full health potential. Health disparities are defined as preventable differences in morbidity, injury, or the opportunity to receive optimal medical care. One of the Ministry of Health’s stated goals is to reduce health disparities.

The National Program for Quality Indicators in Community Healthcare in Israel aims to measure the quality of medical care provided by the health plans (kupot cholim) and to provide information regarding it. The generation of national data enabled by the program is the result of fruitful cooperation among the four health funds, ongoing since 2003.
